This is a good example of bidding to the level of the fit!
N/S have 4♥ cold (and will sneak 11 tricks by guessing the spades correctly), but no way of knowing what is the best thing for them to do - pass, double or bid on.
A double from N just puts the pressure on S who is likely to bail out in 5♥ (possibly for a good score).
If, as at C & J table, S bids 2♥, the decision for W to bid 5♣ is even more clear cut as N/S look likely to have the necessary ammunition to achieve game in one (or both) of the majors.
5♣ just goes one off, so on this occasion it is a great score.
